https://help.ubuntu.com/lts/serverguide/network-configuration.html

ifup isn't picking up on the "dns-nameservers" because of the "s".

Thus, resolvconf isn't called to update /etc/resolv.conf.

i think I am mistaken because ifup is accepting of both "dns-nameserver" and "dns-nameservers" now... need to delete this report.

Yes, you are mistaken.
See if your issue might be bug 1384394.
