LXC server guide instruction tweek for lxc-usernet file config

Bug Description

Recommend a minor tweek to the unprivileged use setup steps in /etc/lxc on page https://help.ubuntu.com/lts/serverguide/lxc.html#lxc-installation

Put the following edits to lxc-usernet in a separate text box and high light that this is meant to allow the specified user access to the bridge network.

echo "$USER veth lxcbr0 2" | sudo tee -a /etc/lxc/lxc-usernet

It's easy to miss that this is a separate file from default.conf when sanity checking an install.

If this file is not configured the user will get an error when trying to connect to the bridge during container startup and the startup will fail:

lxc-start 20170126162206.407 ERROR lxc_start - start.c:lxc_spawn:1199 - Failed to create the configured network.
