FTP Server guide instructions for User Authenticated FTP Configuration are missing needed steps

Bug Description

This is regarding the following article:
https://help.ubuntu.com/13.04/serverguide/ftp-server.html

In the version of vsftpd that ships with Ubuntu 13.04, the following additional vsftpd.conf setting is required in order for the "User Authenticated FTP Configuration" instructions to work as advertised:
seccomp_sandbox=NO

Also, the following additional setting is required for the chroot-related instructions in the "Securing FTP" section to work as advertised:
allow_writeable_chroot=YES
