Custom uri e.g. /clustering/v1 does not work

Bug Description

If you use a custom uri e.g. http://my_host/clustering, the openstack client fails because it tries to redirect to http://my_host/v1/ not keeping clustering in the path.

    Fix api wsgi entrypoint

    This patch fixes a bunch of issues with the wsgi
    entrypoint and the api implementation in general.

    * Fixed issue with versions and mod_wsgi.
    * Fixed href not properly redirecting under mod_wsgi.
    * Fixed Webhook middleware not handling /cluster/v1 uri.
    * Register objects when starting api_wsgi.
