node creates the specified cluster error

Bug Description

When a node is created to specify a cluster, the cluster node has reached its maximum,the node state is always in its INIT state, The node attribute information physical_id is empty, and cluster_id is empty.

We expect that when a node is created to specify a cluster, the cluster reaches the maximum, the node state should be error.

Problem recovery step:

1. openstack cluster create --profile pf001 --max-size 1 --min-size 0 --desired-capacity 1 cl001

2. openstack cluster node create --cluster cl001 --profile pf001 node_001

After a long time, the node_001 state always 'INIT'.
