when engine restart quickly or system time changed between sotp and start, health policy will not work
example 1:
Restart engine quickly, it will be reproduced.

example 2:
Stop senlin engine, then change time backward to a old time. Then start engine.

Reason:
Currently, the way to judging engine dead is wrong.
