Bug Description
When trying to delete a node, got this error:
2015-06-30 18:03:00.492 5693 ERROR senlin.
This situation can only be resolved by deleting cleaning up node_lock table.

will need more context information to determine whether this is an operation problem or code problem.
by operation problem, I mean, killing the engine service when it is in the middle of doing some actions. We need do design and implement a mechanism for the service to do garbage collection when it starts. But that is a different topic though.
