[ui] _get_searchlight_url doesn't return the right url when deploying with uwsgi

with the latest devstack deployment, the endpoint is something like "http://172.16.46.130/search",
urlparse.urljoin("http://172.16.46.130/search", "v1") returned "http://172.16.46.130/v1" in line https://github.com/openstack/searchlight-ui/blob/fdba7e9dfebcd0a0b91a004a978a832740974fba/searchlight_ui/api/rest/searchlight.py#L208

    Fix wrong endpoint url

    with the latest devstack deployment, the endpoint is something like
    "http://127.0.0.1/search",
    urlparse.urljoin("http://172.16.46.130/search", "v1") doesn't return
    the right url without '/' in the end of the original url.
