Bug Description
After starting searchlight api server, a warning jumps out: WARNING oslo_config.cfg [-] Option "policy_file" from group "DEFAULT" is deprecated. Use option "policy_file" from group "oslo_policy".
"policy_file" option should be moved from "DEFAULT" group to "oslo_policy"

Move policy_file option to oslo_policy group in devstack setup
"policy_file" option in DEFAULT group is deprecated, it is
recommended to move it to oslo_policy group, modify
devstack script to put it into right group.
