Add indexing for DHCP ports

Bug Description

In https://bugs.launchpad.net/searchlight/+bug/1558790 we ended up removing DHCP ports from the neutron plugin because we can't reliably index them. We need to get them back in during newton. There's a neutron bug at https://bugs.launchpad.net/neutron/+bug/1560221 asking for notifications for these ports (and router:interface-owned ports).
