Need separate config sections for api and listener

There are some settings in the DEFAULT section that apply to both api and listener but would typically require different values; log_file is a good example. Need to add [api] and [listener] sections and allow settings in those sections to override defaults.

This has a workaround (use log_dir) for the specific problem mentioned.

    Move related options to group 'api'

    Currently, the number of api workers is configed by option 'workers'
    which is obscure. Move it and related api related options to group
    'api'.
