In "Password and Encryption" dialog, "Remember PGP Phrase" keyboard navigation is reversed

Bug Description

I'm using Intrepid, fully up to date.

Steps to reproduce:
1. In the main menu, go to System->Preferences->Password and Encryption
2. Select the PGP Passphrases dialog.
3. Try to use the cursor keys to choose an option from the "Remember PGP Passphrase" radio buttons.

The navigation is reverse - if the top option is selected, pressing down once selects the bottom option and pressing down again selects the middle option. OTOH pressing up moves the select option down.
