Bug Description
Under some circumstances we seem to be missing the scandate on some items.
Not sure exactly what the circumstances are, but they do not necessarily involve foldouts.
We should try to confirm and fix.

This seems to have been caused by books coming in from the to_be_fixed_by_rpb directory, where we were not searching for the scan log. Code revision is 43548.
