Operator and Scandate don't appear on Metamanager

Many (if not all) of our fold-out items no longer have a "scandate" or "operator" associated with them. This issue first began after January 30th, before the new system was tested, and pushing code again has not seemed to solve the problem. Other fields may also be left unassigned for these newer items, but these are the only two that have come to our attention so far.
