Bug Description

Robert asked me to submit this bug and explore this possibility.

The request comes from a need to use Chinese translations in China for things like the Open, Close, Finish, Republish buttons, etc.

Would it be possible to place the values of these user interface buttons into a set of multiple translation language files, starting with one for English and one for Chinese, but with the possibility of adding more in the future, and have the scanning center or zone determine which language file to use, similar to the language files used by many open source programs to handle translations?

Perhaps we already have something similar - I'm not sure. If not, I think the path to this could be fairly simple, replacing all text with variables that would be defined in a single language file for each language.

In fact, we do have a place where we could store language, which could default to English.

That is in the petabox-sw-config-CENTER.xml, which appears in /etc on the scribes (maybe something more hierarchical would be better than right in /etc, but for now at least that's where it is).

Bug #627735 is related --- which basically says that all the common stuff from these files should be in a common include.

Anyhow, these files, /etc/petabox-sw-config-CENTER.xml, should hold two pieces of information in my view: one being the time zone, which somehow or other we seem to have trouble with, and the other being the default language for the center.

Perhaps also want to have a way to override the default choice of language if you happen to be visiting a center where the language is not yours, and if we play our cards right then that will be no extra work.
