missing entries in scribe.xml triggers javascript errors

Bug Description
If the scribe.xml file is missing some entries (such as something turning on the internal notes), then the javascript will not function properly. It typically runs across something that does not get defined, then conks out.
We should fix it so that if the scribe.xml is incomplete, we either do not trigger javascript errors, or, alternatively, we refuse to run and tell the user to fix scribe.xml.
