Bug Description
Running 0.9.3 in Ubuntu 11.04, if I turn off "On Top" then the Settings and Help windows should be able to move in front of the ruler itself. But they don't - they always move behind the ruler. In the Ubuntu shipped version (0.891) they work correctly.
Oddly the 0.9.3 About window works correctly (but always had higher priority back in 0.891)

We recently changed the window types / hints so that window managers treat the ruler correctly, not maximizing it awkwardly. I believe this z-order problem was a side effect of that.
I don't have time to experiment with this, though if someone can figure out a combination of types/hints for the three windows that fixes this problem for both On Top and not On Top, and for all common GNOME environments then I would be most grateful and your name would go in the author credits.
Specifically, it must behave well in:
- metacity 2d
- compiz
- unity
- gnome 3
Perhaps the quickest path to a solution would be to find someone with intimate knowledge of GTK and these environments.
