Screenlets manager is not added to System -> Preferences by default

Bug Description

For Ubuntu 9.10 at least. I think even some directions that Screenlets manager itself gives to user assume, that its available under System -> Preferences under main menu.

Is there any reasons why Screenlets Manager should NOT be under System -> Preferences? I think it once was there, but was moved to Utilities section...

I think we can put back to System - Preferences. But now the menu is "Screenlets", maybe we can use "Screenlets Manager".
