Can't launch Scratch unless root

But I could not find a bug ticket here on launchpad so i decided to create one.
Description:
When attempting to launch the application scratch-text-editor from UI nothing happens. No error messages no windows nothing indicating interaction at all. When attempting to launch scratch-text-editor from terminal two error messages appear

[_LOG_LEVEL_FATAL 14:33:18.816215] Scratch will not function properly.
Loose translation of first error message is "Timeout reached".

This does not happen when Scratch is launched as root. When launched as root the application behaves as expected.

I just installed e-OS today and ran into this problem. I don't know if it happened after software-update because I didn't run scratch before doing a software-update.
