File manager should be default

Well in Scratch you've the file manager extension.
Looking at DanRabbits mock-up you'll see 3 options in the left sidebar.
The first one is projects, the second one is a file manager and third one a to-do list for specific projects.

I want this sidebar in Scratch but the rule is one feature per bug request.
So this bug report is about of having a file manager integrated into Scratch by default. It's very useful.

Turning on the file manager extension by default is no big deal, but it's a decision for the UX team.
