Spinbutton Maximum is not the same number of lines in file

The Go To Line Spinbutton seems to max out at 1,000 lines

This is less than the number of lines in midori-browser.c (midori)

and it's more than the number of lines in toolbar.css (egtk)

Scratch should find out how many lines is in a file and set the maximum accordingly.

Though it can't display a number greater than 1000, you can set a higher number manually, and scratch will correctly jump to that line.

However, it will reset back to 1000.
