Double clicking the tab bar is inconsistent with other elementary apps

Bug Description

If you double click an empty spot on the tab bar in Midori or Terminal a new tab is opened. In Scratch this is not the case, nothing happens

I think it should open a new tab and display the welcome screen so the user then has the option to create a new file or open one in that new tab. Functionality wise nothing much is added, but it brings Scratch's behaviour in-line with other elementary apps
