tabs as spaces and tab width are independent

Bug Description


In scratch, turning off "Insert spaces instead of tabs" causes the "tab width" chooser to become inactive, despite the fact that these are two independent options.

For example, I turn on "Insert spaces instead of tabs", change the "tab width" to 3 and then turn off "insert spaces instead of tabs".

This has changed the render width of the tab, but is still inserting tabs into the document instead of spaces as I need.

I think that turning off "Insert spaces instead of tabs" should not affect the enabled state of the width adjustment.
