Sections need locations

This is an initial implementation that does NOT show up in the calendar for the section or the location.

Sections should have an attribute "Location" which can be set via import or web form which sets a relationship to an existing location resource. OK, maybe it is not really a relationship internally but it should act like one regardless.

Imports should use the location ID. The web form should use a selection widget showing the titles of existing locations. If there are none display "No locations defined"

At this point this is primarily for filtering and identifying sections.
