API Docs causes system error if not logged in

Bug Description
Choosing the API Docs button from the drop-down on the upper right corner causes a system error. The output of runzope states:
AssertionError: ('no crowd found for', None, 'zope.app.
This is obviously a low priority item, but I thought I'd point it out.
