Bug Description

"New Section" should be in the Actions box, not at the bottom of the list of sections.

This is really pretty bad considering how long the list of sections can get.

there should also be an url for adding a section.

And by the way the url pattern for add funtionality is quite inconsistent about the different add-points in schooltool, sometime it is @@add.html and sometimes it is +/addSchoolToolXYZ.html
