After removing viewCalendar permissions from the public calendar users can't remove it from their overlay list

Bug Description

Normally - if user has no permission to overlay some calendar, yet still has the
calendar overlayed (he could have done that while he still had the viewCalendar
permission) he can remove it from his overlay list. That is not true for Public
calendar.

When closing this issue, please look at
src/schooltool/app/browser/ftests/undead-calendar-overlays.txt and remove the
workaround there, if possible.
