Bug Description

I would like to bring to the developers attention, the UK Common basic data set
that any school management tools should use if they are going be managing a school.

http://www.teachernet.gov.uk/management/tools/ims/cbds/cbdsspecs/

Schools in the UK also transfer information between themselves and the LEA
(Local Education Authority) by using a CTF (Common Transfer Format) which is an
XML file created by using information from the CDBS.

This is ostensibly feasible with our customizable demographics modules, but in practice the CDBS is too complex to use without more customizable forms than we currently have.
