Container views should not show the Delete button if you have no permissions to delete

Bug Description
Currently, the container view shows the delete checkbox and [delete] button for
anyone who can view the container. Users who can't delete anything shouldn't
see either, and users who can only delete certain users should only see a
checkbox next to those users.
