Allow option for instructor to add students to their section

I'd like to add this as an access control option.

Short question - add as in "Manage -> Add Person", right? Or "add students to section"?

I was thinking of adding students to a section, but we could do both. ;-)

Might be almost as easy to add two.

There were some improvements to security in flourish branch, maybe this can be implemented, too?
