Bug Description
Notify a person or group if any student has earned grades below a certain threshold across any or all classes over a configurable period of time. Currently Mpelembe’s VP Academic is notified when students are not doing well but this is not a formalized process and students slip through the cracks, ending up in trouble at the end of term without receiving any tutoring or motivation. Priority 2
We have a rough version of this now.

We might be able to integrate this into interventions. We'll have to decide just how automated we want the notification to be.
