Advisors can't add messages or goals to an intervention

Bug Description

I'm trying to use ST's intervention system (a component with tremendous potential, btw!), but I'm getting blocked by permissions problems. One specific problem concerns advisors:

I am the teacher of a student with special needs. I'm working with another teacher (a special education teacher) to provide individualized instruction for the student. I added the other teacher to the system, assigned her as the student's advisor (along with me, but I'm also his teacher). I created a message and a goal for the student. When I log in as her, she can *see* my reports (an intervention.html page with Intervention dashboard shows up when she logs in), but there is no way for her to add messages or goals.

Ok, this is most probably a case of the user not being able to figure out how to use the breadcrumbs, but we will accept that this is a usabilty issue. To that end we have added a linkset to the left on goal and message views with the student's name as the linkset title and "Interventions" as the link. That should make it pretty clear how to get to the place where one adds messages and/or goals for the student.
