person csv import does not deal with blank lines

Bug Description
If someone types the following in:
"""user1,
user2,user,two,pass
user3,user,
"""
(with that extra return) the csv importer does not ignore the blank line and returns an error (and kills the import dialogue where you may have typed it in)
