Hide Delete link on active school year

Bug Description
Currently Delete is enabled for all years. When there are multiple years and the current year is not the last one, trying to delete it produce a Server Error with:
ValueError: Can not delete an active schoolyear, unless it is the last school year available!
We should just hide the Delete link for this condition (active school year not being the last one).
