Intervention does not handle empty email addresses

Bug Description

Intervention package should be able to handle users with no email addresses, as email field in IContact is not required.

There is a hack now in schooltool.intervention.sendmail.sendMail, see XXX for comments.

Don't forget that not only recipients can have empty email addresses, but the sender also.
