Unhide Worksheets doesn't work when all the worksheets are hidden

Bug Description
The Unhide button is not shown when all the worksheets are hidden.
1. Fresh instance
2. Add school year and term
3. Add teacher and student
4. Add course and section
5. Assign teacher as instructor and student as individual
6. Log in as teacher and go to the gradebook
7. Click Worksheets
8. Hide Sheet1
9. Click Unhide Worksheets and see that there's no way to unhide it
