teachers can't change gradebook categories

Bug Description

At present gradebook categories are system wide and can only be changed by the manager. Teacher practice regarding categories and weights varies widely. Enforcing a system wide set of categories is a bug. Categories should be customizable by teachers at the section level.

Do you REALLY want them set by section? That is, do you want to have to set them individually for each section? Wouldn't by teacher be easier?

It is a fairly common use case to have a teacher fill a full time position divided between two or more departments (3/4 Math and 1/4 CS or Engineering for example). Each department may have it's own grading policies, so a teacher would have more then one which they are required to adhere to.

Besides, different classes may by there nature require different approaches to grading and different categories as a result. It is a common feature in most gradebooks to be able to set this on at the section level.
