Deprecate skills needs work

Once skills are deprecated (possibly from several years back) they don't need to show in the view. When deprecating skills from the previous year, it should only show skills/skillsets that are NOT deprecated.

**Could we get a notice before importing the verso_skills.xls file to make sure the previous years' skills have been deprecated?**

Coming up on the 5 year max for retaining student records. Need a way to "archive" and remove the records from the database (**including the skills**), so the database does not become so bloated. Even after packing the database, maintaining five years of skills data creates a huge database.

Some things we discussed today:

1) a Deprecate All link;
2) display the ID of skills somewhere;
3) backup before depredating.
