Skills don't follow student who moves between sections

I asked Douglas today if I could move students from one section of a course to another without loosing their skills. He told me the data would still be there, but you would not be able to see it once they moved.

This is a pretty serious bug. It is not uncommon for students to change their schedules and move between sections of the same course. It is pretty bad if they no longer can see their completed skills.

Is the point that there is no context outside of a section for students to see their skills? I mean, we don't lose the data, do we just need an overall non-section-based summary for students?
