Bug Description
We have many import fields that list ids in comma-separated lists, but in the case of skill equivalent fields, the ids need to be tuples, skillset id, skill id, because there is not one big skills container. The skills container is the skillset itself. What could we use for a comma-delimited list of tuples?
SSID101: SID1, SSID102: SID1, etc.?
