Subject sections not linked properly to streams

Bug Description
When you add a new student, OR change the stream for an existing student, it is not automatically adding the subject sections associated with the stream.
You can see this on the demo instance for PEAS, and I imagine it will be the same for the other versions. I added myself (fran day) and despite being in Stream S3-All, there were no subject sections attached. I then changed the streams for Claire Nakazibwe (withdrawn from S3-ALL and added into S4-ALL) and she has been withdrawn from those S3-ALL subject sections but not added into the S4-ALL subject sections
