Bogus format string misses debugger

Bug Description

Evaluating this bogus format string in SLIME and from command line
fails to land one in the debugger:
 (format nil "e~8,0s" 12395)

Occurs with 1.0.47 and

FWIW Clisp returns a division division by zero error.

This was fixed incidentally in (commit
which added error checks for among others
(<= COLINC 0) to FORMAT.

I have just committed a test case.
