Bug Description
LOOP-HACK-ITERATION weirdness is not fixable in the single patch scope, but here is the start. Introduce SET-FROM-TEM and remove REST from the iteration handler call. Existing LOOP tests still pass.

This patch doesn't merge (not surprising, 9 years later).
For lack of an obvious motivator to do anything here, resolving as wont-fix.
