Build with Clang fails

Bug Description

Hello! I've found out the recent SBCL version (2.3.4) fails to build usig Clang as C compiler, since in src/runtime/win32-os.c there's local variable introduced in switch body, which is okay with GCC, but technically is forbidden by C standard. I've attached a simple patch that fixes it.
