;error> [Condition of type SIMPLE-ERROR]

SB-IMPL::%HANDLER-BIND can't manage the SB-KERNEL:*HANDLER-CLUSTERS* properly when binding is empty.
Apparently, regression from 1.2.5.

Expected:
