Windows 64 bit build hangs loading foreign library

Bug Description

The Windows 64 bit SBCL seems to have problems loading some foreign libraries. For example, the BLAS and LAPACK libraries distributed with CYGWIN64. Trying to load these libraries with sb-alien:load-shared-object results in SBCL hanging or crashing. The same is true for a BLAS build using the latest MinGW64.

I did find a BLAS library that would load here: http://cs2.swfc.edu.cn/~zyl/?p=816, if that's useful.

I'm running SBCL 1.2.1 on Windows 7.
