Build process doesn't seem to respect --without-sb-unicode

Bug Description

I'm trying to build the current sbcl without unicode, like so:

$ sh make.sh --prefix=/opt/sbcl-1.1 --without-sb-unicode

but in the resulting system, :SB-UNICODE is still contained in *FEATURES*:

$ /opt/sbcl-1.1/bin/sbcl

This is SBCL 1.1.12.40-441dfe5, an implementation of ANSI Common Lisp.

Yes, there's confusion in src/cold/shared.lisp and handling of
base-target-features.lisp-expr. Will fix after release.
