Bug Description

What I do:
(make-condition 'no-such-condition)

What happens:
A SIMPLE-ERROR which prints as "NIL does not designate a condition class." is signaled.

What did I expect to happen:
A SIMPLE-ERROR which prints as "NO-SUCH-CONDITION does not designate a condition class." is signaled.

The attached patch changes MAKE-CONDITION to produce the message mentioned above.
