Comment 0 for bug 1941941

Mesa 21 breaks libplacebo VAAPI on Intel Graphics, causing `mpv --hwdec=vaapi --gpu-context=vulkan` not working.
This issue should have been fixed in libplacebo v3.120.3 (while we are at v2.72.2 currently).
