Yes. If the data you receive does not have "part-of-city" or "district", I think you will not include them in the displayed result in the scope.

2: You asked whether all LC_ADDRESS formats are correct for every part of the planet, solar system, galaxy and universe. :) I don't know. You might want to ask Penk to have someone test particularly the Indian and Russian addresses. (I was surprised the Chinese format is wrong: LC_ADDRESS has been around for a long time.)
